SENATE CONFIRMS APPOINTMENTS OF DON V. COGMAN, KATHARINE DEWITT, MARIBETH WALTON MCGINLEY AND TERESA LOZANO LONG TO THE NATIONAL COUNCIL ON THE ARTSWASHINGTON, DC -- In March, the Senate Committee on Health, Education, Labor and Pensions confirmed four of President Bush's nominations to the National Council on the Arts, the advisory body of the National Endowment for the Arts.The new appointments -- Scottsdale businessman Don V. Cogman; Cincinnati arts patron Katharine Cramer DeWitt; Austin educator Teresa Lozano Long; and Los Angeles-area designer Maribeth Walton McGinley -- will serve six year terms expiring September 3, 2006. Connecticut-based art critic David Gelernter has not been confirmed, as of the latest Senate nomination confirmation report. Many in the arts community expressed concern at Bush's nomination of Gelernter, a professor of computer science at Yale University and a painter and writer. In an Open Letter to the Bush Administration Concerning the National Council on the Arts, the National Association of Artists' Organizations: (NAAO) emphasized that "Mr. Gerlenter's beliefs concerning women and homosexuality, as he has expressed them in published interviews and his own published writing, are far from the mainstream and have no place on an advisory body responsible for national policy. Mr. Gelernter's nomination is even more problematic, as he is the sole non-commercial artist whom the President has nominated." Also not confirmed was Dallas art collector Deedie Potter Rose, according to the Senate Civilian Appointments report. However, Rose's nomination now carries a new date of March 14, 2002, so it is likely that it is yet to be considered. The National Council on the Arts advises the National Endowment for the Arts (NEA) on agency policies and programs. It reviews and makes recommendations on applications for grants, funding guidelines, and leadership initiatives. Fourteen members of the Council are appointed by the President and approved by the Senate for six-year, staggered terms. Six members of Congress, two appointed by the Speaker of the House, one by the Minority Leader of the House, two by the Majority Leader of the Senate, and one by the Minority Leader of the Senate, serve for two-year terms. By law, the President's appointments to the National Council on the Arts are to be selected for their widely recognized knowledge of the arts or their expertise or profound interest in the arts, and in response to this round of nominations, many artists and arts administrators urged that in making appointments which impact National Arts policy, the President take into consideration the many artists, arts administrators, and arts funders with deep, lifetime experience in the arts. Senator Edward Kennedy (D-MA) is the Chairman of the Senate Committee on Health, Education, Labor and Pensions which oversees confirmation of nominations for the National Council on the Arts. Funding/Opportunites for OrganizationsFUNDED BY THE PEW CHARITABLE TRUSTS, FIVE NATIONAL SERVICE ORGANIZATIONS WILL PARTNER IN A PERFORMING ARTS RESEARCH COALITIONFive national service organizations in the performing arts -- the American Symphony Orchestra League, the Association of Performing Arts Presenters, Dance/USA, OPERA America, and Theatre Communications Group -- are partnering in a Performing Arts Research Coalition. Goals include improving the management capacity of performing arts organizations across the country, increasing responsiveness to their communities, and strengthening local and national advocacy. Benefits are also expected to include shared arts participation information and cross-disciplinary partnerships based on common interests. Coordinated by OPERA America and supported by a three-year $2.7 million grant to OPERA America from the Pew Charitable Trusts, the project will begin by coordinating and improving information gathering in order to offer an informed and unified voice on issues of common concern. Working with the Urban Institute, the project is initially gathering information in the pilot localities of Cincinnati, Denver, Pittsburgh, Seattle, and the State of Alaska. Opportunities for ArtistsPRINCESS GRACE AWARDS - UPCOMING DEADLINES IN DANCE, FILMDuring Her lifetime, H.S.H. Princess Grace of Monaco was deeply committed to helping young aspiring artists realize their career goals. This, too, is the mission of The Princess Grace Awards -- named in Her honor. The Foundation identifies and assists young talent in theater, dance and film through grants in the form of scholarships, apprenticeships and fellowships. Upcoming deadlines are Dance: April 30, 2002 Film: June 1, 2002 Dance grants are made for Scholarships for tuition for the professional training at a non-profit school located in the United States. Applicant must have been enrolled in that school for at least one year. Grants are also made for fellowships for salary assistance for an apprentice or new member in a dance company. New members must have joined the company within the past five years. Nominations for dance grants are received from the Artistic Directors of dance companies, and the Deans or Department Chairmen of professional schools in dance. Grants are awarded to individuals through a school or company. Film grants are made as scholarships for undergraduate and graduate thesis film productions. A candidate must apply in their second to last year of study. Nominations for film grants are submitted by Deans and Department Chairmen, in conjunction with the faculty, of established colleges and universities located within the United States by invitation only. All nominees must have already completed one film. For more information visit http://www.pgfusa.com/grants.html WICHITA INVITES ARTISTS TO "HAVE SOME FUN WITH PLANES AND THE CONCEPT OF FLIGHT" FOR 100TH ANNIVERSARY OF FLIGHT "Wichita is going 'Plane Crazy' with a public art project designed to celebrate Wichita's contributions to the aviation industry in conjunction with the 100th Anniversary of Flight and to promote awareness of the arts. Like the cows in Chicago or the pigs in Cincinnati, Wichita is giving artists the opportunity to have some fun with planes and the concept of flight." The 7' planes have an 8' wingspan and may be resculpted, carved into and attachments added as long as the structural integrity is not compromised. The deadline for submissions is August 1, 2002. A selection committee will review submitted design concepts and pair them with sponsors. Artists chosen to complete a plane will receive $1000 honorarium upon completion of the work and approval by the sponsor. Planes will be put on public display (outdoors) in May of 2003 and remain on display until September 2003 when they will be sold at auction. Proceeds from the auction will benefit the Wichita Arts Council grant fund and local organizations of the sponsors choice. JOB OPPORTUNITIESCITY OF AUSTIN SEEKS CULTURAL ARTS FUNDING CONSULTANTS The City of Austin is seeking proposals from consultants qualified and experienced in cultural arts funding to evaluate the City's current cultural arts funding process, identify public cultural arts funding best practices and benchmarks, and identify and recommend viable cultural arts funding program model alternatives for the City, including strategies for implementing those alternatives. Established in the mid-1980s, the City of Austin's Cultural Contracts program contracts with arts organizations and artists to produce, present, and support arts projects in dance, theater/performance, literature, media arts, music, visual arts, and mixed arts. In fiscal year 2001 - 02, $3.7M resulted in 193 contracts with artists and arts organizations. The City's Parks and Recreation Department administers the Cultural Contracts program. The cultural contracts funding process involves cultural contract applicants, volunteer Advisory Panels, the Austin Arts Commission, and the City Council. The consultant shall coordinate his/her efforts with the Office of the City Auditor, which is currently conducting an audit of the Cultural Contracts program.
